The missions of the Department of Otolaryngology-Head and Neck Surgery are to provide comprehensive care to a broad patient population, to provide consultation to the community and to the region, to train the medical students, resident physicians and graduate students, and to develop and maintain preeminence in research in the broad area of disorders affecting the organs of communication. The Department of Otolaryngology-Head and Neck Surgery currently has 37 full time faculty members, 19 residents, 9 research fellows and 66 clinical faculty members.

The Department of Otolaryngology-Head and Neck Surgery currently has an outstanding opportunity for a Grants Manager . Reporting directl! y to the Department Director, the Grants Manager is responsibl! e for operational support and financial planning and analyses related to the OTO-HNS research program. In this capacity, the Manager will be responsible for oversight and direct management of grant processing, grant submission and subcontracts with affiliated institutions, grant budget development and post award expenditure review and monitoring. The Manager is responsible for (clinical and bench science) research grants, sponsored agreements and contracts administration. This position will independently manage the administrative functions and have direct signature authority for the Department training grant.

DUTIES AND RESPONSIBILITIES:
I. Manage Grant and Contract Program for Otolaryngology-Head and Neck Surgery (OTO-HNS): Oversee the operational support, financial planning and analyses for all department grants, sponsored agreements and contracts.

1. Develop processes for review and analyses of all programmatic activities, including but not l! imited to feasibility studies for proposed research initiatives, clinical trials, post award monitoring, registering of intellectual property and technology transfers.

2. Develop business plans to support sponsored agreements, implement financial support systems, write reports and interpret information with initial direction from principal investigators (PIs), other faculty, or the Director.

3. Supervise the preparation of grants/contract submissions. Analyze and review proposals for administrative accuracy and required formats.

  • Manage pre-award input and collection of documentation, to include Human Subjects, Animal Protocols, faculty effort justification, budget proposals, etc.
  • In collaboration with the Fiscal Team, provide budget preparation support for investigators. Oversee and/or directly prepare eGC1 in SAGE. Provide support for NIH electronic grant application submission.
  • Act as department reviewer of eGC1 submis! sions related to faculty effort, space requirements.
  • Serve as ! the department grant and contract resource for faculty, residents and administrative staff.
4. Maintain oversight of complex faculty effort reports; work directly with PIs to resolve cost-share requirements or any requirements for non-federal funding sources.

5. Provide oversight of clinical trials.

  • Provide guidance on the tracking and reconciliation of research-related hospital and physician billing.
  • Assist in establishment and management of AAA accounts.
  • Work directly with PIs, CRBB, and research study coordinators to assure compliance with SOM guidelines for clinical research.
6. Supervise post-award management.

  • Gather critical input from PIs; conduct planning meetings regarding new grants. Implement, monitor and manage budgets.
  • Oversee procurement activities, payroll certification, and the production of periodic reporting to sponsor or other stakeholders.
  • Direct the de! velopment of quarterly accounting report analysis and independently work with individual investigators to review budget expenditures and projections.
7. Represent the Department to SOM Office of Research, OSP, and GCA. Advise the Director on key issues related to grant management and scientific research operational activities.

8. Serve as a resource to faculty, staff, residents, and fellows for University grant processing procedures, clinical research requirements at affiliated medical centers, NIH and other grant funding agencies guidelines.

II. Training Grant Oversight and Program Planning:
1. Coordinate and oversee the OTO-HNS Department Training Grant. Responsible for post award budget and resource analysis, purchase oversight, trainee appointments and terminations.

2. Working directly with the PI (Department’s Chair) and the Director of Research in OTO-HNS, manage and produce noncompeting renewal information; assure sm! ooth annual budget close-out.

3. Manage submission of compe! ting renewals: assure ongoing tracking of details associated with the training grant, including information regarding the former trainees and affiliated faculty.

III. Manage Research Core Center Grant (P30): Administrative Core and four Research Cores.

1. Review and monitor core budgets and alert Core Directors to upcoming financial issues.

2. Prepare all competitive and non-competitive renewals. Working with Core Directors and in collaboration with the Fiscal Team, determine annual budget.

3. Manage annual budget turnover including budget close-out, sub-budget set-up and staff salary allocations to new budgets.

4. Work with sponsors regarding any issues that may arise.

IV. Financial: Ensure that budget spending is aligned with planned grant spending.

1. Primary accountability for post-award activities with oversight of the Fiscal Team related to department grants and contracts.

2. Rev! iew and monitor budget and variance reports. In collaboration with PIs, initiate remedial action when spending deviates from planned expenditures.

3. Assure post-award budget is in alignment with the terms of the award.

4. Responsible for the review of shared resource allocation model(s) in collaboration with all investigators associated with the major research laboratories.

5. In collaboration with the Fiscal Team, prepare fiscal summaries for the Department Director and the Director of Research on a recurring and as-needed basis.

6. Assist faculty in the understanding of the fiscal aspects of their sponsored agreements. Review grant budgets and advise PIs on fiscal issues.

7. With delegated signature authority, review and approve research-related purchasing.

8. Remain current on all University purchasing policies and procedures.

V. Policies and Procedures â€" Compliance Monitoring

1. Supervise the dev! elopment of the Department’s grant-related policies and procedures to! ensure compliance with all research-related departmental, school, university, state and federal regulations.

2. Facilitate and support all grant related compliance activities, including compliance with quarterly Faculty Effort Certification and monthly budget / payroll certification reviews.

3. Develop programmatic internal review tools to effectively monitor and manage assets associated with research activities.

4. Serve as the Departmental expert on hospital policies and procedures regarding clinical research.

5. Manage the SIMS, or other facility database to track facility use and cost accountability.

6. Communicate promptly and appropriately to the Department Director about risk management issues.

7. In collaboration with Department HR Manager, ensure that appropriate compliance documentation is obtained from employees for, HIPAA, EHS, and IT security.

Requirements:
Bachelor's degree and 4-5 years of experience in research program management or equivalent education and experience.

ADDITIONAL REQUIREMENTS:
1. Demonstrated ability to communicate well with faculty and senior management, peers and subordinates. Ability to maintain harmonious relationships and effectively address complex and sensitive administrative issues.

2. Prior experience completing grant applications, negotiating effectively with sponsors, and monitoring research budgets post-award.

3. Must be highly organized, detail oriented, and possess an error-free philosophy.

4. Proven ability to manage multiple projects in an organized, thorough and timely fashion against pre-determined goals.

5. Proven leadership and communication skills, including an ability to respond to! deadlines in a positive way.

6. Prior experience supervising ! staff and proven ability to organize complex tasks and to direct the work of others with diplomacy and interpersonal effectiveness.

7. Familiarity with general principles and processes in accounting and finance.

8. Computer skills: Advanced knowledge of Microsoft Programs: Excel and Word, Adobe Acrobat

Equivalent education/experience will substitute for all minimum qualifications except when there are legal requirements, such as a license/certification/registration.

Desired:
1. Bachelor’s degree in a scientific field.

2. Prior experience in basic science and/or a clinical research program in a large academic institution.

3. Broad understanding of NIH and other granting agency rules and regulations.

4. Experience with UW financial and sponsored project systems and workflow.

5. Working knowledge of University of Washington’s policies and procedures, particularly relating to grant pro! cessing
