The Department of Surgery has an outstanding opportunity for a full-time Strong for Surgery Program Manager . The purpose of this position is to provide high-level program operations management and on-going customer-service relationship management for the CERTAIN Strong for Surgery (S4S) program of the Surgical Outcomes Resource Center (SORCE), a major health services research center within the Department of Surgery. SORCE is a multidisciplinary research center established by the Department of Surgery supporting research to improve the quality of surgical care at the local, regional and national level. SORCE also collaborates with a variety of academic and community! partners and institutions providing expertise in design/deplo! yment of health services and patient-oriented outcomes projects for research and clinical quality improvement. This position will primarily conduct high-level and independent operations to achieve a multitude of program objectives and project implementation for S4S. This position will work directly with the PI, Clinician Lead, and SORCE Scientific and Program Director.
This position requires someone with substantial program/project coordination/management experience, outstanding technical ability to organize multiple sub-projects in detail and with efficiency, and sophisticated people management and communication skills. A successful applicant may have training or experience in community-based programs, outcomes research, or policy development and implementation, but equally importantly brings infectious enthusiasm, non-stop creativity, and a passion for out-of-the-box problem solving. The incumbent must build on a deep contextual and strategic understanding of the! CERTAIN and S4S mission, program aims, and priorities, to be able to effectively develop and communicate priorities across diverse audiences.
The main areas of responsibility for this position are as follows:
Strategic Planning and Program Management
The incumbent will work closely with Investigators and Directors in the strategic planning for the overall Program and several sub-projects, independently execute technical project operations, and provide oversight to same-level peers or junior staff working on these projects. This position is expected to independently develop medium and long-term project and program milestones. Translate milestones into a day-to-day work plan, ensure that tasks are executed successfully within project plan, and develop contingency plans, as necessary. Independently activate Investigators and staff in moving toward milestone completion and provide direction to staff in terms of work product assignments. The incumbent! will have responsibility for reporting, budgeting, and regulatory mana! gement on assigned projects.
Program/Project Implementation
The individual in this position will direct and oversee project teams and liaise with program/project sites to implement multiple workstreams relating to site work, stakeholder engagement, and outreach. Implementation will include accurately assessing current clinical or administrative operations within sites; identifying and establishing successful workflow for projects within sites; performing initial and on-going needs assessments; resolving barriers at sites for optimal participation; liaising with sites to disseminate project information; and performing continuous assessments to determine project implementation success or re-strategizing to achieve optimal project operations within the site. In addition, this position will be responsible for establishing, maintaining, and updating Human Subjects compliance files at assigned sites.
Workgroup and staff management
The individua! l in this position will supervise the implementation team staff (2-3 persons).
This position requires a high-level program operations specialist due to the following factors:
A major program with multiple workstreams under his/her day-to-day direction
Leadership of a very public facing program with many stakeholders
A significant amount of direct costs associated with these projects ($1 million or greater in direct costs)
The complexity and scope of these multi-year research projects
Multiple and complex funding sources
Supervision, training, and work product oversight of junior staff
The Department of Surgery at the University of Washington School of Medicine includes 101 full-time faculty, 36 teaching associate faculty, 13 adjunct and joint appointment faculty, 114 residents, 118 clinical faculty, 17 fellows, numerous visiting scientists and approximately 180 research and administrative/support staff.! Faculty and staff are located at the University of Washington Medical ! Center (UWMC), Harborview Medical Center (HMC), Veterans Affairs Puget Sound Health Care System (VA), Seattle Children's Hospital (SCH), Seattle Cancer Care Alliance (SCCA) and Northwest Hospital (NWH), the University District Building (UDB) and the South Lake Union Research facility (SLU). The Department is divided into ten administrative units and eight clinical care teaching and research financial units. In addition, the Department has several major centers of research and teaching, including the Surgical Outcomes Research Center (SORCE) and The Institute for Simulation and Interprofessional Studies (ISIS). The annual Department budget is in excess of $ 70 million, with $11.8 million in sponsored research funding.
The Department's Surgical Outcomes Research Center (SORCE) is a mission-driven center for research excellence in surgical health services and quality improvement currently operating over $4 million annual direct cost dollars in grants and contracts. Th! e continuation and livelihood of SORCE will be directly reflected back onto the University of Washington staff and resources allocated.
SORCE is a complex Outcomes Research Center, serving multiple outcomes research projects that span sites throughout the state as well as link with national sites. SORCE also providing a collaborative resource base for junior faculty from all Surgical Divisions as well as cross-departmentally. The individual in this position will need to understand the complexities of multi-disciplinary research efforts, regulatory guidelines of sponsoring agencies, University, state and federal as well as protocols and policies of other participating institutions and effectively interface and navigate them. This position requires someone with significant background in academic research administration, outstanding technical ability, and sophisticated people management and communication skills. This individual must understand and be able to interpret! , and comply with varying requirements by funding agencies, by human su! bjects board (IRB), and other regulatory and oversight bodies.
I. Strategic Planning and Program Management
Effectively manage and build a cooperative, collaborative team, including partner-level support to the Clinician Lead (Varghese) and direct leadership to team members
Coordinate all aspects of routine team operations â" internal and external meetings; project planning expectations; project timelines management; project milestones management; staff task tracking and reporting.
Self-initiate program and sub-project planning. Develop medium and long-term project and program milestones. Translate milestones into a day-to-day work plan, ensure that tasks are executed successfully within project plan, and develop contingency plans, as necessary. Independently activate Investigators and staff in moving toward milestone completion and provide direction to staff in terms of work product assignments. Communicate with utmost accuracy, timelin! ess and effectiveness to SORCE/CERTAIN Directors about project status, milestones, work-in-progress, timelines, challenges and barriers.
Ensure accurate and timely communication between investigators/researchers and stakeholders. Serve as liaison between and across investigators, study staff, external stakeholders, and funders as necessary to communicate research objectives, priorities, and/or changes. Independently establish and maintain positive relationships with multiple Investigators and stakeholder entities.
Accurately track required reporting per sponsor guidelines; independently initiate and compile necessary documents and progress report materials. Write text for, gather collaborator input into, and oversee junior staff involvement in sponsor reports.
Lead internal and external evaluation and reporting processes. Develop and/or advance program evaluation practices for S4S. Perform regular and systematic analyses of program activities, ide! ntify and articulate potential opportunities for improvement in work pr! actices or program design. Share results with Investigators, collaborators, and study staff, and facilitate program evolution in response.
Understand and oversee S4S fiscal and operational management in partnership with SORCE and Department staff, including: Effectively track contracts, services, and resources and coordinating purchasing documentation with assigned program operations or project coordinator staff; Forecast project expenses; Provide accurate financial data and reports; Keep senior leadership apprised of individual project fiscal management issues and supports routine or ad-hoc project financial auditing and/or reporting; Exercise budget authority and approval up to specified amounts on Strong for Surgery-related budgets.
II. Strong for Surgery Program Implementation
Direct and oversee the work of team staff on multiple workstreams, including Site Recruitment, Site Implementation, Stakeholder Engagement, and Stakeholder Outreach.
Primary and direct responsibility for all implementation tasks for the following sub-projects:
- Education and Toolbox Materials/Content Development, on delegated topics
- Electronic Checklist System/Reinvestment Pilot Project
- S4S Training Institute
Track program performance through bi-monthly status updates; identify areas for improvement in Implementation Team processes and to address sites not meeting compliance threshold
Direct and delegate effectively; empower implementation team to own their work and deliver high quality work products on time
Develop and maintain the program work plan, including program goals, objectives and scope, budget, assumptions, constraints, roles and responsibilities, risks, change management approach, project deliverables, and milestones
Participate in the f! ormulation of research data analysis plans, data graphics, or other rep! orts. Coordinate conceptual development of research project reporting and facilitate writing committees. Conduct literature reviews, write, and/or edit technical reports and manuscripts for publication or presentation. Support Investigators and collaborators in developing presentations or other materials for external dissemination.
III. Workgroup and Staff Management
Directly supervise and mentor junior staff. Perpetuate the current climate in which people want to do their best. Motivate many kinds of direct reports and team or project members, empowering others and inviting input from each person and sharing ownership and visibility.
Ensure appropriate staff training and development. Provide challenging and stretching tasks and assignments; hold regular development discussions; constructs compelling development plans in the context of S4S needs and executes them; pushes direct reports to accept developmental moves; will take direct reports who â! need workâ; is a people builder.
Provide leadership to the project team to meet deliverables on time and on budget. Clearly and comfortably delegate both routine and important tasks and decisions; broadly share responsibility and accountability; trust people to perform and direct reports to finish their own work.
Prepare project work plans and schedules in consultation with study staff and other members of the project team. Clearly assigns responsibility for tasks and decisions; sets clear objectives and measures; monitors process, progress, and results; designs feedback loops into work.
Participate in recruitment of new staff. Works with senior SORCE leadership to find the best people available and to assemble talented staff.
Monitor individual junior staff work timelines and work assignments and advise in appropriate process improvement strategies with the goal of more excellent work product and satisfying work environment
O! versee staff performance evaluations and collaborate with senior leader! ship on any staff performance issues. Works skillfully to resolve conflicts, finding common ground and building cooperation with minimum of noise.
Develop, review, and report on the survey center operations strategy, ensuring the strategic objectives are well understood and executed by the team. Works around the program objectives to create strong morale and spirit on teams; share wins and successes; foster open dialogue; define success in terms of the whole team; create a feeling of belonging on the team.
Understand and effectively apply SORCE guidelines and project standards within the S4S workgroup; Accurately and consistently use SORCE reporting and communication methods and tools per guidelines; Participate in SORCE Managers Group and assigned process-improvement activities for the benefit of self, workgroup and the total center.
This position will supervise 3 staff positions.

REQUIREMENTS:
BA/BS in social or health sciences, public health, health administration, business administration, or similar, and 4-5 years strong research administrative experience including program management, preferably in an academic or healthcare-related setting; combination of education and experience may be substituted on a case by case basis;
