HMC has an outstanding opportunity for a PATIENT REPRESENTATIVE .

THE PATIENT REPRESENTATIVE'S primary assignment will be in the Financial Clearance support area.

THE PATIENT REPRESENTATIVE wlll :
Act as patient advocate and independently review patient concerns for appropriate action; provide financial screening and counseling for funding options; perform work that supports the patient financial services and patient relations goals of the hospital. Position assesses and completes Charity Applications and determines Charity eligibility; triages for Medicaid and or Basic Health programs; completes DSHS Medicaid Applications and/or Basic Health Applications and conducts all required follow-up activities; resolves complex billing issues, provides price estimates and formal quotes; collects payments and sets-up payment plans; recommends and implements appropriate solutions; act! s as a liaison to the billing department, and conducts other duties associated with providing customer service within the facility. This work could also include performing the various functions associated with obtaining and verifying the insurance coverage and benefits for facility and professional services, which may include emergency services, inpatient hospitalization, transportation, rehab, therapies, nursing home placement, home health care/durable equipment, outpatient surgeries, clinical visits, and specialized procedures; also verifies L&I, Crime Victims and other coverages. Positions in this class are distinguished by the responsibility to independently review, investigate and resolve a wide variety of patient financial complaints; recommend and implement appropriate solutions. This position may participate in the Financial Counseling Rotations Program and may work in one or all of the following areas: Inpatient Admissions, Emergency Room, Ground West Lobby Lanes, ! Clinics, Patient Admitting.

Financial Counseling Support:
Screen patients for Medicaid and Charity, assisting patient to complete either or both applications, work with GWL Financial Counselors to complete applications. Work with patients who require COBRA or other Third Party Payor assistance. Maintain and update billing requirement tracking system; update and maintain demographic and financial information; enter this information on-line to the EPIC system.

Financial Clearance Support:
Coordinate the insurance clearance process for inpatient planned and unplanned admits, for outpatient surgery and Radiology high dollar procedures. Verify eligibility, benefits, referrals and authorizations required by the established procedures.

Have knowledge of the medical financial collections process. Confer with Financial Clearance supervisor if coverage status unclear or other information unclear.

Be able to liaison between the provider, the patient and the insurance plan to insure compliance with! established protocol. Maintain and update billing requirement tracking system; update and maintain demographic and financial information; enter this information on-line to the EPIC system.

Patient Billing Inquiries:
1.Perform work that supports patient financial relations, resolution of billing problems and the financial assessment protocols of the hospital.

2. Associated with Harborview Medical Center’s, Harborview, and UWP billing practices. Able to resolve discrepancies and exercise independent judgment in interpreting and applying rules and regulations.

3.Represent the Hospital on matters regarding Patient Financial Relations to outside agencies and groups.

Patient Advocacy & Customer Service:
1. Interview patients and determine nature of concern or problems relating to the level of understanding and resolving complex billing issues which include Medicare, Medicaid, Labor & Industries, Crime Victims, private i! nsurances, and individual clinical funding sources; recommend and make ! charge adjustments within institutional/hospital policy; initiate follow-up to patient.

2.Investigate and evaluate patient complaints; interpret payer actions and explain billing procedures; advise patients and staff of billing and collection processes; document contacts, suggestions, and follow-up in multiple related computer systems; monitor for financial legal liabilities and risk management.

3.Manage and resolve a high volume of phone inquiries and referrals from the FCC, PAC, Social Work, other departments, and outside sources; review medical procedures and provide price estimates from charge master.

4.Manage all aspects of the Harborview Medical Center’s charity application process and clarify options; appropriately assess client needs and potential funding; manage pharmacy co-pay waivers; explain DSHS programs and eligibility criteria; assist patients with completing a DSHS application; screen and evaluate referrals to the Basic Health Pl! an; collect and assess data required; provide billing and account summaries to patients and case managers.

5.Advise staff, patients and the public of program content, policies, procedures and alternate courses of action.

6.Interpret hospital's policies, procedures and services to patients, patient representatives, inter/intra-hospital departments and community facilities.

7.Promote and protect general safety for patient/families/friends through adherence to correct procedures, timely communication of messages and appropriate consultation.

Requirements:
Bachelor's Degree in a Health Care or related field AND one year's experience involving responsibility and exposure to include administrative, professional and patient contact.

An equivalent combination of education, training and/or experience may substitute for the degree requirement.

Equivalent education/experience will substitute for all minimum qualification! s except when there are legal requirements, such as a license/certifica! tion/registration.

Desired:
Experience in working Department of Social and Health Services; working with Harborview’s billing practices and resolving billing inquiries;knowledge of Harborview hospital patient care systems and medical terminology; excellent patient relations and/or customer service skills.

Possess excellent communication skills, both oral and written, and excellent customer service skills.
